    Qualifications

    Education
    Bachelor's Degree with at least 9 credit hours of specialized college-level course work in administration, leadership, and/or management (which can be in school administration, business management, communication, technology, early childhood management or administration, or some combination of these areas) and at least 24 credit hours of college-level course work in early childhood, child development, or early childhood special education that addresses child development and learning from birth to school-age, family and community relationships; the practices of observing, documenting, and assessing young children; teaching and learning processes; and professional practice development. OPTION B: Or documents that a plan is in place to meet these qualifications within 5 years; OPTION C: Or can provide documentation of having achieved a combination of relevant formal education and experience as outlined by the Alternative PATHWAYS to Achieve Educational Qualifications of Program Administrator Candidacy Requirements web reference:

    Responsibilities

    Job Summary
    The Director Lincoln Learning Center is responsible for a state licensed child care center and provides early care and education program for children of both employees and community children. The incumbent takes primary responsibility for ensuring a high quality and financially sound operation that meets the criteria of the Academy for Early Childhood Program Accreditation, which is a division of the National Association for the Education of Young Children (NAEYC), Child and Adult Care Food Program (CACFP), Arizona Department Economic Security (AZDES) Child Care Program and Arizona Department Health Services (ADHS), First Things First, Quality First (FTF) and Preschool Grant-funded program, monitored by the Department of Education.
    • Ensure the provision of quality care to children and their parents and in accordance with applicable standards, contract requirements and regulations.
      Develop and implement program curriculum that meets the criteria outlined by National Association for the Education of Young Children (NAEYC) as evidenced by survey results.
      Develop and supervise parent involvement activities, which include parent meetings, a parent advisory committee, parent education, parent communication and the newsletter.
    • Develop, implement and maintain all policies, procedures, and appropriate documentation for assigned programs.
      Develop and maintain a policy and procedure manual outlining the processes of the programs, reporting mechanisms, and services provided.
      Develop and/or maintain eligibility guidelines and documentation necessary to determine eligibility for applicable programs (CACFP, scholarships, etc.)
      Collect and maintain data relating to eligibility, usage, etc.
      Maintain all data and information needed for grant and regulatory compliance.
    • Oversees the staff and ensure adequate staffing levels, inclusive of hiring/onboarding, evaluating, managing performance, coaching and developing employees ensuring employee productivity, quality of work, and alignment of goals with our mission, vision, and values. Ensure compliance with all policies, financial stewardship by being accountable for the financial integrity around development and maintenance of department budget.
    • Ensure the requirements of and/or changes implemented by the Department of Health Services, National Association for the Education of Young Children (NAEYC), County Health Dept., City of Phoenix, Child and Adult Care Food Program (CACFP) and other funding, regulatory or contract agencies. Modify relevant aspects of the programs to comply.
      Develop and maintain program standards, policies and procedures in order to meet licensing, funding, contract, state and federal regulations or requirements.
      Develop and maintain work plans business plans and program goals as necessary to meet regulatory and contractual standards.
      Operate the center in compliance with all regulatory requirements including, but not limited to, Arizona Department Health Service (ADHS), Child and Adult Care Food Program (CACFP), and Maricopa County Health Department (MCHD) as evidenced by survey results.
      Notify internal personnel of changes in regulations and/or requirements. Amend policies and procedures accordingly.
      Attend regulatory meetings as needed to maintain a strong knowledge of regulations, policies and procedures, as they relate to the program.
    • Assures accurate reporting to and effective liaison with the Desert Mission Board by preparing monthly statistics reports, monthly operations reports, and monthly variance reports for board reporting.
      In conjunction with the Executive Director, will work with the Desert Mission Board, and any other relevant committees.
      This will include the recruitment and retention of new members.
